Alliance of Downriver Watersheds
The communities and other stakeholders in the Combined Downriver watershed have
been working together for several years to manage the area’s water resources
on a watershed basis and to comply with federal regulations regarding the discharge
of storm water. A new permanent watershed organization, consisting of the public agencies
in the Combined Downriver watershed and the neighboring Ecorse Creek and Lower Huron River
watersheds, has been proposed under the new Watershed Alliance legislation (Public Act 517
of the Public Laws of 2004). This organization would provide services to its members
and to the existing Advisory Group for each watershed in order to facilitate implementation
of the management plans recently developed for each watershed and submitted to the Michigan
Department of Environmental Quality (see the Watershed Management section of this Web site for
more information about the Combined Downriver Watershed Management Plan).
A subcommittee composed of members of the Inter-Municipality Committees for the Ecorse Creek,
Combined Downriver, and Lower Huron River watersheds drafted bylaws to form a new
watershed organization for the 3 downriver watersheds under the new statute. These
draft bylaws were subsequently reviewed and approved by each Inter-Municipality
Committee for each watershed and are now under review by the governing body of each
potential member. The following materials provide additional information about the
proposed Alliance of Downriver Watersheds:
- WORD version of Appendix D from the final draft Bylaws for ADW. This is an
example resolution for the use in preparing a similar resolution for the governing
body of each community/agency in the downriver area.
- 2 page summary of the proposed Bylaws for Alliance of Downriver Watersheds.
- Memo from K. Cave (Wayne County) outlining changes to bylaws document
since previous version (April 2006).
- Letter from P. McCauley (Sommers Schwartz) regarding the recommendation he
will be making to his clients on this matter.
